BISA’s Regulatory & Compliance Education Committee: A Conversation With Connie Capco and Carol Goulding

As we gear up for the Regulatory & Compliance Summit, it’s no secret the R&C Education Committee has been hard at work preparing for BISA’s highly anticipated fall event. Hosted in mid-November, this in-person event brings together program executives and compliance officers from across the bank insurance and securities industry to learn about and discuss pressing regulatory and compliance issues. The regulatory and compliance program acts as the “voice of the industry” by providing timely, insightful information for our community.
Read on for our conversation with R&C Education Committee chair Carol Goulding, M&T Securities, and member Connie Capco, Northern Trust.
How would you describe your committee's role in BISA’s mission?
The Regulatory & Compliance Education Committee’s role is to identify regulatory, compliance and risk management issues that impact BISA’s members. We leverage a wide range of expert resources to enhance our knowledge sharing while providing comprehensive topic-specific education programs and peer networking opportunities to discuss challenges and issues.
What 2023 R&C Education Committee success or achievement are you most proud of?
We are extremely pleased with the continued growth of the committee as well as the increased peer attendance at both the annual BISA Conference and the Regulatory & Compliance Summit. We have been fortunate to host featured speakers such as FINRA’s CEO, Robert Cook, and SEC Commissioner, Hester Peirce, at our most recent Summits. Peer collaboration and willingness to share common experiences as well as industry insights continues to heighten our committee’s profile within BISA. Our peer group discussions are so popular, finding the right-sized room and allocating enough time are a welcome challenge.
Can you describe what your role is as part of the R&C Education Committee?
Carol Goulding serves as the chairperson of the committee. She is responsible for facilitating the Annual Conference’s Peer Group meeting agenda as well as leading the discussion. Carol hosts the Annual Regulatory & Compliance Summit held annually in Washington, D.C.
Connie Capco is a member of the committee who contributes to the monthly peer networking call’s agenda and as a call facilitator. With the other committee members, we select topics for peer group meetings and speakers at the Summit as well as educational offerings.
What made you interested in joining the R&C committee?
Carol Goulding: Compliance is not proprietary. Compliance officers are united in doing the right thing for clients. By sharing experiences and ideas with our peers, we all learn.
Connie Capco: The committee and its networking peers are an amazing source of information in a quickly evolving landscape. It’s a wonderful opportunity to learn, grow and to make sure you are heading in the right direction.
How does the R&C Committee prepare for the Regulatory & Compliance Summit in November, and what do you like most about this event?
The committee starts preparing right after the annual BISA conference ends. We always leave our peer discussions with great content ideas. The committee works to identify topics and trends that are timely as well as larger regulatory changes that directly impact our members. We want to make compliance officers’ lives easier by focusing on regulatory trends that impact their day-to-day. If our members have questions, it is likely another member has experience and insight to share. The Summit provides an opportunity to network with a group of individuals that face the same challenges every day.
About Carol Goulding

Carol Goulding is a senior vice president with banking and securities industry experience concentrating on regulatory, compliance and risk issues. She is currently the Risk Manager for M&T Securities, Inc. responsible for overseeing business policies and procedures designed to mitigate risk. She holds several FINRA licenses as well as a Life, Accident and Health license.
About Connie Capco

Connie is the director of sales supervision for NTSI Wealth Brokerage and is responsible for day-to-day sales supervision and client-facing sales support for the dual registrant Broker-Dealer / Registered Investment Advisor. She serves as a liaison between Wealth Brokerage Sales, NTSI Operations, NTSI Compliance and Wealth Management Risk and Control with the goal of creating efficient, frictionless fulfillment of products and services. Her extensive industry experience helps to drive growth in Northern Trust’s brokerage business and to further enhance the client experience through an integrated approach with Wealth Management partners.
With over thirty years in the Financial Services industry, Connie has experience with sales supervision, securities regulation, product knowledge, personal financial services and financial planning. Having joined Northern Trust in January 2001, Connie works collaboratively with partners and clients to provide tailored investment solutions. Prior to joining Northern Trust, Connie worked as a Financial Advisor for Raymond James Financial Services at Florida Central Credit Union in Tampa serving its area members.
Connie earned a Bachelor of Arts in International Business with a minor in Business Management from Eckerd College located in St. Petersburg, Florida.
As Senior Vice President with the Northern Trust Corporation, Connie holds FINRA 4, 7, 24, 53 & 63 registrations. She obtained her Certified Financial Planner™ certification in May 2006 and is licensed by the Florida Department of Financial Services for the sale of Life and Health Insurance as well as Variable Annuities. Connie has completed Villanova University’s Six Sigma Green Belt certification program with a focus on Financial Services.
Connie is an active member of the Bank Insurance & Securities Association's Regulatory and Compliance Education Committee. She enjoys volunteering at her daughter’s school and is actively engaged with the Girl Scouts of West Central Florida as a Service Unit Member and Troop Leader. Every Spring, you will find her house full of Girl Scout cookies.
Connie lives in Largo, Florida with her husband, Mike, their children Zack and Mackenzie and the family's sassy yellow Labrador, Daisy. She enjoys traveling, cooking, reading and is an avid runner. If she's not running, she can be found either by her pool or on her Peloton bike.
